The following correspondence and articles trace the changes that occurred in both men's positions in the years between 1900 and 1915. Historians have tended to view the political perspectives of these two African American leaders as diametrically opposed. However, Du Bois was not always an unwavering advocate of woman suffrage, and Washington eventually found that it was in his best interest to support woman suffrage.

Bridging the Gap: New Opportunities for 16-18 Year Olds not in Education, Employment or Training: presented to Parliament by Command of Her Majesty Ju Every year some 161,000 young people between 16 and 18 are not involved in any education, training or employment. For the majority these are wasted and frustrating years that lead, inexorably, to lower pay and worse job prospects in later life.
The Social Exclusion Unit analysed what was happening to so many
16–18 year olds and what could be done to prepare them better for adult life.
The report sets out in detail both the scale and nature of the problem. It shows that while most young people enjoy a fairly smooth transition from school to work, often passing
through A levels and university, a large minority lack support or guidance, and clear pathways to take them along the way to good jobs and career opportunities.
This report, along with David Blunkett’s White Paper Learning to Succeed, points the way to an ambitious, and radical, modernisation of how we support teenagers, particularly the most disadvantaged.

Bringing Back the Dead in Botswana: Patriarchy and Elderhood Revisited Following the end of colonial rule across Africa, elderhood lost much of its fascination for political anthropologists working in the continent's newly independent nation-states. The wind of change dried to a mere trickle the mainstream studies which had problematised ethics in politics. There was a marginalising of ethnographic and theoretical interest in obligation, responsibility, trust, and, of course, piety - all the political virtues contested and thus more or less realised around elders. The culmination in elderhood of ageing as a moral and political accomplishment in the public sphere - the people's own sensibility that with age ought to come the maturity of judgement to deal with public affairs -was disregarded.
Bringing Tropical Deforestation Under Control Over the last ten years we have learned a great deal about the underlying social, economic and

This Briefing summarises the results of a research project which aimed to help to fill this gap in our knowledge by studying the factors that have recently been bringing deforestation under control in the Philippines and Thailand.

Causes and Effects of Coalition Preferences in a Mixed- Member Proportional System Thurner, Paul W., and Franz U. Pappi (1999): Causes and Effects of Coalition Preferences in a Mixed-Member Proportional System. This paper adapts features of a model of Brams/Fishburn (1992) on coalition voting to the context of a mixed-member proportional system. We differentiate between a candidate vote which determines the winner of a constituency contest, a party vote which determines the seat shares of the parties in parliament, and a coalition preference for all parties the voter considers acceptable for building a majority government.
Causes of Conflict in Sub-Saharan Africa, The There is of course no single correct view of the causes of conflict, in Africa or elsewhere. Each conflict has its own unique set
of circumstances and causes. But there are patterns of conflict in different regions and historical eras. The challenge is to
improve our understanding and to translate this into more effective action to prevent and reduce conflict. The resolution of conflict is essential, both to reduce human suffering, and to remove the barrier conflict imposes to
economic development on the continent. The record of international peacekeeping in Africa has been weak and the
international community must determine to do better. The UK is committed to play its part. But effective and enduring
solutions will only come from Africa’s own commitment, with Africans leading the effort to address the causes of conflict.

WHO Guidelines for drinking-water quality, Third Edition The entire book is downloadable in PDF format. The first and second editions of the Guidelines for Drinking-water Quality were used by developing and developed countries worldwide as the basis for regulation and standard setting to ensure the safety of drinking-water. They recognized the priority that should be given to ensuring microbial safety and provided guideline values for a large number of chemical hazards.
This edition of the Guidelines has been comprehensively updated to take account of developments in risk assessment and risk management since the second edition. It describes a “Framework for Drinking-water Safety” and discusses the roles and responsibilities of different stakeholders, including the complementary roles of national regulators, suppliers, communities and independent “surveillance” agencies.
