Pappi (1999): Causes and Effects of Coalition Preferences in a Mixed-Member Proportional System. This paper adapts features of a model of Brams/Fishburn (1992) on coalition voting to the context of a mixed-member proportional system. We differentiate between a candidate vote which determines the winner of a constituency contest, a party vote which determines the seat shares of the parties in parliament, and a coalition preference for all parties the voter considers acceptable for building a majority government.
Causes of Conflict in Sub-Saharan Africa, The There is of course no single correct view of the causes of conflict, in Africa or elsewhere. Each conflict has its own unique set
of circumstances and causes. But there are patterns of conflict in different regions and historical eras. The challenge is to
improve our understanding and to translate this into more effective action to prevent and reduce conflict. The resolution of conflict is essential, both to reduce human suffering, and to remove the barrier conflict imposes to
economic development on the continent. The record of international peacekeeping in Africa has been weak and the
international community must determine to do better. The UK is committed to play its part. But effective and enduring
solutions will only come from Africa’s own commitment, with Africans leading the effort to address the causes of conflict.
